OCCCharter Application Rejectionhigh

Bunq

A US banking regulator turned down Bunq BV's application for a national bank charter. The Dutch fintech firm had submitted the request at the beginning of the year. Bunq sought to operate as a nationally chartered bank in the United States.

The rejection adds to the obstacles facing fintech companies pursuing de novo bank charters. Because the application was for a national bank charter, the reviewing regulator was the Office of the Comptroller of the Currency. Bloomberg Law first reported the denial.

Implications
  1. Signals ongoing difficulty for fintech firms seeking US bank charters
  2. May push more fintechs toward BaaS partnerships rather than pursuing their own charters
  3. Highlights continued regulatory caution around non-traditional bank charter applicants
