On Aug 14, 2026, the FCA fined Paul Taylor, former CEO of Blue Horizon Asset Management, £489,000 and banned him from financial services. Esmeralda Toni, the firm's former managing director, was fined £121,200 and also banned. Taylor falsified documents claiming ownership of a bond portfolio worth approximately €200m during an attempt to acquire a UK bank.
Toni knowingly assisted by making misleading statements and helping falsify documents. Both knew the false materials would be relied upon by the FCA and PRA in assessing the proposed acquisition. Taylor repeated the scheme in a separate attempt to acquire Reading Football Club.
The FCA found both individuals acted dishonestly over an extended period, breaching Individual Conduct Rule 1, which requires individuals to act with integrity.
