Minna Bank Announces May 2021 Launch as Japan's First Digital Bank

Minna Bank announced on March 25, 2021, that it would begin commercial operations in May 2021, positioning itself as Japan's first digital bank. The bank is a wholly owned subsidiary of Fukuoka Financial Group and received its banking license from Japan's Financial Services Agency on December 22, 2020. Its core banking system, developed in collaboration with Accenture and hosted entirely on Google Cloud, is the first public cloud-based banking system in Japan.

The platform supports retail banking operations and enables third-party embedded finance offerings through flexible APIs and a Banking-as-a-Service (BaaS) model. President Koji Yokota emphasized the bank's mission to deliver 'valuable connections' globally, beginning with expansion across Asia. By allowing partners to create embedded finance products on its infrastructure, Minna Bank represents a significant milestone for BaaS adoption in the Japanese and broader APAC markets.

Implications
  • Establishes a precedent for fully cloud-native BaaS banks in Japan, potentially accelerating embedded finance adoption in the APAC region.
  • Demonstrates that traditional financial groups (Fukuoka Financial Group) are investing in digital-only subsidiaries to compete in the BaaS landscape.
